Myth: According to Section 508, Sites Must Look the Same in All Browsers and User Agents

Not true. How could they? Naturally, most 508-compliant sites will look better in new browsers than old. That's no problem under the law because web users can freely upgrade simply by downloading. Content must be accessible in Lynx, and to screen readers, PDAs, and other user agents. Visual design cannot be present in many of these environments, and need not look the same from one graphical browser to the next. Old-school methods intended to make sites look the same in all browsers and on all platforms are one reason the web has so many inaccessible, invalid, hard-to-maintain sites.
