The Process and Cost of Developing Standards

Standards development should be a high priority when creating a strategy and should be placed early in the activities list. There are three ways to get a design standard: You can buy a generic standard, customize a generic standard, or create a standard from scratch.

If you have a small company or a lean operation with typical interface needs, it makes sense to start with a purchased standard. Clearly, such a standard will be generic and you'll eventually need to add existing conventions, special branding, specific user needs, and so on, but it will give your company a head start. You can start small, with customizations, and gradually build on.
