Problem

The Web is a global medium, but many sites do nothing for international and nonnative audiences. People from all over the world can visit a site, but they will find the experience frustrating if language, cultural, and economic transactional issues are not handled well.

Internationalization and localization are becoming an increasingly important factor as Web sites start crossing national borders.[2] Internationalization and localization range from simple issues, such as how information like a phone number is represented, to extremely complex issues, such as political and religious beliefs. Internationalization refers to the software changes required to support different languages, dates and times, currencies, weights and measures, and number formats. Localization is the process of redesigning the human–computer interface and translating content to support a local culture.

[2] Note that the terms internationalization and localization are often abbreviated to I18N and L10N, respectively, because of the large number of letters in each word.
