Privacy and Trust

When it comes to online services, the government must respect the privacy of each citizen. The entire agency behind the Web site must establish FAIR INFORMATION PRACTICES (E3) that will be respected and followed by everyone involved. These practices must also be clearly explained in a prominently displayed PRIVACY POLICY (E4). In general, avoid the use of IP tracking and cookie-based PERSISTENT CUSTOMER SESSIONS (H5) unless absolutely needed because these can inadvertently create an image of abuse of government power and infringement on the rights of the citizenry. On the other hand, do provide SECURE CONNECTIONS (E6) and a SIGN-IN/NEW ACCOUNT (H2) process for any transactions that contain personal and trusted information.
