Universal Access

Any government that attempts to take advantage of the Web to provide government services online needs to give everyone access to the Web, whether this means subsidizing purchases of Internet appliances (à la Minitel in France) or making Web access devices ubiquitous in public spaces, such as libraries and post offices. Web sites should also be built so that people with slow Internet connections, older computers, and older software can still use them. Finally, be sure to build your site for SITE ACCESSIBILITY (B9), to serve citizens who require special assistance in reading, hearing, or navigating Web sites.
