Is It Too Complex and Is It Happening Too Fast?

Although XHTML 1.0 has been the recommendation since January 26, 2000, XHTML modularization became a Formal Candidate Proposal in October 2000.

The problem with this scenario is obvious. It will be extremely difficult for HTML authors—who are often too busy with the demands of creating documents for the realities of today's busy Web world—to embrace a highly modular and somewhat elusive recommendation without first practicing and using XHTML 1.0. So, even if XHTML modularization is a recommendation by the time you're reading this, you'll want to learn how to write XHTML 1.0 documents before diving in. I've made sure to include enough information on the direction of XHTML for the future.
