Appendix D. HTML and Compatibility

Like many of the pages you'll find out on the Web, HTML is a language under construction. There are three main driving forces that determine what HTML will look like tomorrow: the World Wide Web Consortium (W3C), Netscape Communications, and Microsoft.

Theoretically, both Netscape and Microsoft have agreed to abide by the decisions of the W3C (of which they are members) in an attempt to maintain HTML's universality. However, the reality is a bit different. These two companies are in a heated battle to determine whose browser is used by the Web-surfing public. If a new extension to HTML will tip the balance in their favor, their agreement with the W3C may be at least momentarily forgotten.
