Turning On the Tween

To tell Flash to animate between two keyframes, we have to turn on motion tweening specifically. There are a couple of ways to do that.

First, you can select the beginning keyframe on the timeline. With that keyframe selected, look at the Property Inspector; it will show Tween in the frame properties. The Tween pull-down menu has three options: None, Motion, and Shape. Choose Motion.
