Government Department (ABC)

The department employs approximately 5,000 staff at more than 200 diverse locations across Victoria. They first implemented SAP R/3 in 1999. Prior to that, they were using another HR system with a customised ESS solution. One of the major benefits they noticed with the implementation of SAP’s ESS was the reduction in payroll processing, which was partly achieved through the introduction of on-line payslips. There was improved data integrity not just with the use of ESS but also with the integrative nature of the ERP system. Data only needed to be entered once and employees could then ensure the accuracy of their own data. Staff were also able to apply for leave and overtime electronically and apply and receive approval for training courses.

Change Management

One of the major problems associated with the implementation of the ESS solution was associated with change management; that is, staff that were inexperienced with personal computing technology and who were forced to adopt this technology. However, even staff who were experienced still took a while to accept the new functionality. Staff had to get used to the concept of not receiving a paper payslip each pay period and were partly compensated through union negotiations. Passwords became a significant issue, as the move towards increased security required passwords to change every 90 days, with a large number of employees forgetting their last password and needing it reset.
