Analysis

There are many well-established ways of diagnosing database problems. Your database administrator should be familiar with some of them. For Oracle, you can try SQL*Net tracing to look at network issues, use tkprof and autoprof to profile queries, or do a database trace. If you know what queries you are issuing, you can manually issue the command set timing on in SQLPLUS to easily see just how long variations on a query take.
