About frame sets

A frame set is an HTML page that holds several frames, each of which contains a separate document. Using a frame structure, you can display several HTML documents at once, each in its own pane within the Web browser window. Each pane works independently and can be scrollable or static, depending on its purpose. For example, you can use frames to create an onscreen navigation aid or a table of contents that remains visible in one frame while the viewer scrolls through a page in another frame.

A frame set doesn't contain the individual HTML pages that are displayed—it simply provides them with a structure. If you look at the source code for a page containing a frame set, it just has basic HTML meta-information and a few lines of code defining the frame set—nothing else.
