A1: Yes, you can add a rollover button directly on a page, on a layout grid, inside a table cell, or inside a floating box.
A2: You would add a rollover button to a layer if you want the rollover button to overlap another object on the page, such as a large image. You would also add a rollover button to a layer if you want to show or hide the button using actions assigned to other buttons on the page.
