Using Multiple Effects

You can add any number of effects to a clip. You can layer different effects onto a single clip or apply the same effect multiple times, specifying different settings each time.

When a clip has more than one effect, Premiere applies the effects in the order in which they appear in the list, from top to bottom. When you need to alter an effect—such as to remove it or adjust its keyframes—make sure you have the correct one selected.
