Level of motivation

Team members must feel motivated to participate in a discussion. If members see no reason to participate, or do not believe the discussion affects them personally; they are likely to remain silent. Participants can lose interest quickly if they believe their opinions will not be listened to or discussed during the meeting.

Some team members will also choose not to participate if their opinions or ideas are counter to the sentiments of the majority of the team. It takes a great deal of energy to share an opinion that is in the minority, and many team members will remain silent rather than say something controversial.
