Oulu, Finland

If you're talking high tech, Finland is the place to be. It is home to Nokia, maker of the sexiest and most stylish mobiles phones on the market. It is, admittedly, a lot colder than California (−20°C in December), but Finland has cast off its traditional business image. It now exports more electronics than forestry products. The Finns also have more internet hosts per capita than any other country. The star performing region in Finland is Oulu. Oulu's population has trebled to 110,000 since its technology university was set up in 1959. This is Europe's northernmost concentration of industry and know-how — of that there is no doubt. On the edge of the Arctic, Oulu boasts Oulu Technopolis, a purpose-built technology park already home to 150 companies and set to be floated on the stock market.
