About the Author

Donald Shandler, Ph.D., is Director of Continuing Education, Graduate School, United States Department of Agriculture, where he manages evening and weekend programs, correspondence and online classes, conferences and institutes, and the registrar and bookstore. He is also the chairperson of the Competency-Based Training Task Force, which has been charged with improving service, quality, and learning. He also leads a school-wide market research project for new and responsive learning and performance programs.

Dr. Shandler has served as Director of Education for the National Association of Home Builders, Assistant Vice Chancellor at the University of Maryland University College, and Director of Continuing Education for Southern Illinois University at Edwardsville. He has taught at Boston College, the University of Maryland, and Johns Hopkins University. He is founder of Organizational Development and Research Associates, Inc., a consulting firm.
