Adding a Motion Blur

Many of the artistic filters in Photoshop Elements might well be applied to the whole picture. Blurring is an example of a filter you'd normally apply only to a selected portion of an image, such as there normally speedy greyhouds.

With a photo in the active image area, click a selection tool, such as Magic Wand.

Click to select the area in the image to which you want the blurring effect applied.

Choose Filter, Blur, Motion Blur.

Click OK. (To keep working on the photo, press Ctrl+D to release your selection.)
