The Chicken or the Egg?

I'm not sure that I understand the fundamental difference between the way Illustrator and Photoshop handle paths to which color is applied. Which comes first, the color or the path?

Unlike the never-ending question about the order of appearance between the chicken and the egg, the path comes first with both Photoshop's stroked/filled paths and with Illustrator's objects. In Photoshop, the path tells the program where to apply pixels—along the path for a stroke and within the paths for a fill. In Illustrator, it's basically the same—the path is defined and then color is applied.
