Ansel Adams often said that the key to getting a great print was to start with a great negative. Of course, even with great negatives he still did massive amounts of manipulation in the darkroom. It's the same in Photoshop. You may do lots of postscan tweaking in Photoshop, but if you didn't start with a good image capture in the First place, you're unlikely to get great results from Photoshop.
