Use all layers

With Use All Layers checked on the options bar for the Blur, Sharpen, Smudge, Paint Bucket, Magic Eraser, or Magic Wand tool, the tool will sample pixels from all the currently visible layers. Regardless of whether Use All Layers is on or off, pixels can only be altered on the currently active layer.

Let's say you're about to perform an operation that requires or causes your file to become flattened, such as converting it to Indexed Color mode(which does not support multiple layers) or saving it to a format other than Photoshop. If you want to preserve a copy of a few individual layers from the file before it's flattened, the following instructions will come in handy. You can save individual layers to a new document or to an existing, open document.
