According to Richard Saul Wurman, who wrote the book on the subject, information anxiety is caused by the gap between what we understand and what we think we should understand—that is, the difference between data (information) and knowledge. It is made worse by the fact that most information is controlled by someone else, meaning we have little say about its content and how or when we receive it.
