How Do Paper Backlogs Develop?

Learning how to prevent backlogs is an important step in staying organized. When a piece of paper crosses your desk, do you ask yourself, “Will I need to refer to this again?” If you answer yes, do you then set it aside because you are not quite sure how to file it and so put it in the To-Decide-Later pile? Are you waiting until you feel in the mood to tackle the item—so it sits over to the side “just for a while”?
