Secrets of the Windows Masters: How to Disable the Use of Automatic Private IP Addressing

You might be in a situation in which you do not want your DHCP clients to use automatic private IP addressing. In this case, you first must determine whether or not automatic IP addressing is currently enabled on the client system.

To do so, click Start, click Run, type winipcfg, and select More Info. The next screen displays your IP address and other TCP/IP configuration information. Examine the box immediately beneath your adapter address (48-bit address expressed in hexadecimal). If the name in the box is IP Autoconfiguration Address and the IP address is in the 169.254.x.x range, automatic private IP addressing is enabled. Conversely, if the name in the box is IP Address, automatic private IP addressing is not currently in use.
