Traditionally, a modem was a device that translated a computer's data into sounds that could be transmitted over phone lines. Today there are also other types of modems that don't make sounds and don't use phone lines. You don't need a modem to operate a PC, but having one gives you access to a lot of information and services you can't get without one.
