Rules

If you're careful while you go through the steps of the Rules Wizard, you'll probably find that your individual rules work. But, if a rule doesn't work as you intend, it's probably because you made an incorrect selection or supplied invalid information. The only solution to this is to carefully examine each Rules Wizard window and make the necessary corrections.

After you've created several rules, those rules are listed in the first Rules Wizard window. Outlook runs those rules that are checked in the order they are listed. If you run into trouble with processing rules, the first step is to ensure that each rule works individually. You can do so by having only one rule checked at a time.
