Identifying Overallocated Resources

Project uses highlighting to help you identify not only which resources are overallocated, but also to pinpoint the time periods during which overallocations occur. Furthermore, Project displays a special leveling indicator to distinguish serious overallocations that need rescheduling from those that are less serious and that can be resolved by the people doing the work without having to change the project schedule.

A resource is technically overallocated if for even one minute anywhere in the project there are more units assigned than are available for assignment. Some overallocations, however, do not put the project at risk, so it's not worth taking the time to adjust the "official" schedule. In those cases, you can let the people assigned to the task make minor adjustments to the schedule.
