Chapter 9. Proposals

Proposals are argumentative in nature. Designed to persuade a defined audience, they are written to present a unique plan of action.

Generally, proposals may be classified as internal or external. While an internal proposal is written for use within an organization, an external proposal is aimed at an audience outside of the organization. Internally, for example, you might propose a fresh way of looking at a nagging company problem; externally, you might be part of a team answering a call for proposals from a government agency.
