Implementation

Implementation grows directly out of the preceding stage, resolution and synthesis. In fact, ideas of implementation are rooted in that stage—that is where the possibilities and feasibilities of solutions are generated and first-level decisions are made.

Implementation deals with practicalities: the actual means by which solutions will be realized, who will bring them about, how they will be brought about, how much they will cost, and how long they will take. Decisions made at this level are practical rather than theoretical. If a certain route should be taken, how could it reasonably be taken, given the constraints of time and resources? Decisions made at this level may change the means of implementation, but they usually don't change the basic need for a structure of implementation.
