Analyzing an Administrative Procedure

Professor Allen is so disgusted with the administration's poor attempt to commit itself to a procedure that he decides to try to motivate a revision. It is a task worth doing: not only are he and the university facing liability from several directions—parents, involved students, bystander students, staff, professors—but also as a matter of principle the university should have a coherent policy in place on such a potentially dangerous issue. Rick knows that it will take a long time to get agreement on a procedure about such a controversial issue, but a good place to start would be to make explicit all the embedded decision areas in the existing procedure. Figure 9.4 presents Rick's revision and analysis of the classroom disruption procedure.
