Solving Problems by Asking and Answering Questions

Although the problems that professionals have to solve are many and diverse, in both their technical and their rhetorical elements, the process of solving them always involves asking questions and attempting to find answers to them. Each step in problem solving can be developed fully only when the professional responds to the questions implied there. (Chapters 2 and 3 present detailed analyses of the questions that must be dealt with at each stage of technical and rhetorical problem solving.)

Before attempting to proceed along the stages of the problem-solving process, professionals must first determine whether a problem truly exists. The answer to this question can be determined by asking four basic questions:
