8.4. Scalable Video Coding

In general, the entire encoded video data is needed for reconstructing the video signal. The encoded data of the scalable coding schemes consists of a base and one or more enhancement layer bitstreams. A lower resolution/quality signal is obtained if only the base layer bitstream is decoded. In this case, either the spatial, temporal, or amplitude (SNR) resolution is reduced for the reconstructed video signal. Because MPEG-4 enables the composition of a video scene from several independent video objects, there is also the possibility of decoding only a limited number of video objects (and not the full set of objects), providing object-based scalability.

The base layer decoder does not need to know anything about scalability and the upper layers; the base layer bitstream is decoded by using only the nonscalable tools described in the previous sections. The enhancement layer bitstreams contain the complementary information required to reconstruct the higher resolution/quality signals, or the remaining number of video objects in the object-based scalability case.
